Players Association Criticizes Latest CBA Proposal From MLB

The Players Association and MLB remain far apart in negotiations as the 2026 season nears its end, and with it, the expiration of the current collective bargaining agreement.

The league, acting in the owners’ interests, released a new round of proposals set around overhauling when offseason transactions can be conducted.

“The league, through their propaganda arm, is promoting their latest set of roster and transaction proposals as player-friendly,” MLBPA interim executive director Bruce Meyer said in a statement.

“MLB expressly conditioned these proposals on the players’ agreement to a salary cap system, which would drastically reduce overall player compensation, eliminate fully guaranteed contracts through escrow, and turn back the clock on fundamental player rights.

“Their latest proposals regarding free agency would eliminate Player rights by establishing an artificial free agency window, subject to a salary cap, which would reduce player leverage and create a game of musical chairs pitting player vs. player.

“The suggestion that the only way to limit roster churn, or incentivize earlier Free Agent signings is with a salary cap is entirely unserious. Players have proposed changes that would address these priorities, but the league is not interested in any changes that don’t directly reduce the rights of all players and shift leverage to the owners.”

The league’s argument for a three-week free agent signing window in December is to increase fan excitement in the offseason by matching the spectacle of the NFL’s free agency signing period.

The MLBPA obviously views the proposal differently, and its stance is not without merit. While there is a case to be made for some of the proposed reforms regarding roster churn, constructing an artificial free-agent window for the sake of offseason entertainment does not tangibly improve the health of the sport.

Discussions remain at a stage where proposals are introduced only to be later withdrawn as concessions are made, so only time will tell whether these changes stick around in negotiations.

Biggest highlights from MLB’s newest CBA proposals

According to Jesse Rogers of ESPN, MLB wants the window to sign players to begin on the Monday of the Winter Meetings in early December and close on Dec. 21. It would then reopen on the first Monday in February before Spring Training starts.

Additionally, there would be a ban on all trades while the MLB transactions window is closed.

Free-agent negotiations can begin five days after the conclusion of the World Series, but agreements cannot be finalized until the Winter Meetings.

MLB also is proposing a new set of rules to combat roster churn. It involves the setup of a weekly roster, changes to the amount of time a player must spend on the injured list and a maximum of four Minor League options per player each season, among other adjustments.
